Wilful allowance is much more likely. From the video footage and the audible gunfire, it also appears that the designated counter-sniper had the shooter in his LOS but specifically waited until the first few shots were fired before neutralizing him. It was sheer luck that the shooter missed. Civilian incompetence is always the risk when passive facilitation is chosen

TLDR: The shooter was allowed to do it. Inside job. He wasn’t supposed to miss such an easy pop shot, at less than 140yards. Any first week MF’er trying to get certified for their M-16 in USMC, or even the piss ass army, could make that shot, wind or not. Pu$$y was probably sizzling on that sunny steel roof, and ****ed up their plans, now they’re all in deep sh!t.[/QUOTE]

There's no way with today's technology that they wouldn't be able to spot this and clean it up instantly.

This isn't the 1800s. We have drone surveillance and cameras everywhere. You can't just sneak around all clumsily and pull something like this off unless it was being allowed to happen with whatever agenda is behind that.
