That's proof that Axe is using some sort of bot that refreshes the thread and detects when there's a new post.

Or perhaps the Axe bots requires page refreshes in order to do on the dot posting. Perhaps ISH's server time or the bots' time keep falling out of sync, requiring Axe's bot to check for the time to stay in sync.
