Jazz are way higher on Exum than you are. Exum will not play behind Neto or Mack and they sure as hell aren't sending him to the D-League.
They will ease Exum in to make sure he is 100% after the injury. To start the year, Jazz depth chart will be:
Hill/Exum/Mack
Burks/Hood
Hayward/Johnson
Favors/Lyles
Gobert/Diaw/Withey
By the end of the year, presuming everyone is healthy, Exum could slide into the starting spot and the wing rotation might change. The only guaranteed starter on the wing is Hayward, though I do think Johnson will primarily play off the bench (with Diaw) to provide the second unit with experience and poise. I expect Johnson to finish most close games, though.
I see Diaw as the third big, and will spell whomever of Favors/Gobert gets into foul trouble.
As far as trading Withey, who knows? Would have liked the Jazz to have gotten Bogut since he was available for nothing, and is on the last year of his deal. A one year rental could have worked out nicely. Oh well. Would like to see the Jazz get Ezeli if possible, given that Diaw is 34 and on the last year of his deal. Diaw has 2-3 years left in the league whereas Ezeli is only 28. Signing him would guarantee we would go over the cap to resign Favors, Gobert, and Hayward, but that seems to be an inevitability if the Jazz are serious about keeping their core together.

If he's not 100% he can rehab in the D-league and learn how to run a team like he should have two years ago. From what they are saying people will actually have to earn their minutes again finally.
Neto was better last year then Exum was as a rookie. He plays both ends of the court and does all the things they want from him hit open 3's, play D, pass, and run the pick and roll.
The one thing Exum did well he may not be able to do coming off knee surgery. Other than 3 quarters or whatever it was in a Summer League game we've seen absolutely nothing from Exum offensively. He had a historically bad offensive year and his lack of aggression was worrisome before he blew out his knee.
I hope he's everything people hype him up to be but until he actually shows on the court it he shouldn't be given nothing. Trey Burke would be a lot better off now if he'd had to earn his way as a Jazz man. Right now I'd be happy if Exum could defend multiple positions and hit open 3's. Until than he shouldn't be playing if they are in win now mode which they do appear to be a year later thanks to Hayward's coming free agency.
Mack was one of their best players and should be the starter going in to camp until someone shows they can run the team better. They had the number 1 D while he started too so the one thing Exum is hailed for they didn't miss once they had Mack running the offense. The lack of respect he(and to a lesser extent Neto who was a solid starter and role player) has been given since they got Hill, is sad really after the way he played.

I can see the end of game guys changing a lot now. Quin is not Jerry and actually makes moves based on game situations and match-ups.

They'll go over the cap, probably this year. Doesn't sound like they'll ever pay the tax again though.
