Both JR and Chuck weren't catch and shoot. They were more stop and pop, especially JR.

not really JR has always been more catch and shoot. The more you get him to dribble the less accurate his shot is. Its all based off that hop step, the same hop he takes into his set shot. If you ask him to pull up off the dribble without a step back the percentages drop immensely.
With that being said, he shouldnt be in the conversation. There are a lot of shooters that are much better than him.

I say more off the dribble. Here's an example of one game. About half were off the dribble, which is certainly not the characteristics of a catch and shoot.
All-time probably Reggie, although I'm surprised nobody mentioned Bird, he made a living off it.

I am biased having watched the Bulls in 90s but Paxson, BJ, and later Steve Kerr were great at their craft.
I respect Peja's ability as well.
Reggie and Ray are obvious picks as their career 3s show but to me it's the above 4 I mentioned.
