The Heat are an expansion team. They didn't get things going until Riley came there in the mid 90s. There's really nothing to brag about there. Nobody expected them to get farther than the Knicks who had success in the 90s until the late 90s where the series could go either way. Miami was just happy to have a team for their first couple of years.
