I thought it was obvious. Because of this:

Back when the Omicron came out the vaccinated seemed to be catching it at a higher rate than those who were not. Two shots were worse than one, and three were worse than two.
It didn't matter though. Though that seemed to be the case, they used the Omicron to force people in NYC to get vaccinated, else they can't work. And scared the shit out of your average person while fully knowing that it's a lot milder and less severe than the previous variants.
