Those are likely on side streets where nobody cares. It's not like they are out on Ocean Drive doing that stuff in the middle of Memorial Day weekend.

Also, you have to remember Miami is a really freaking big city. Chances of me seeing them doing that in public are 1 in a million.

I have seen it on big streets, in cafes, and on the beach. It's almost surreal.
