The problem is this racist fan can just fade into nothing with his agenda all over the media, where is due to Russ' position and stature all the negative consequences will fall on him.

Westbrook didn't need to do anything, but he's played a bunch of games in Utah over the years and maybe those people have been heckling him for a while, the guy's twitter had some really hateful (not NBA-related) posts about him from last year as well. We don't know what caused him to snap at dude but it's likely this wasn't the first time.
