Just thinking aloud, but I think for a system like this to work, there would need to be more "positive reinforcement" than "negative reinforcement". People need to give props more often and to more members, so they in turn do the same, etc (at least where its deserved). The good posters would arise from the bad and have more "power" I guess. Giving out neg reps all the time only makes people want to do the same I'm sure.
