Probably because DFS is not staying with the Lakers, so they have the MLE regardless of what James does.
Him declining it and not taking a 1 + 1 probably means that he's seriously considering retirement. I doubt he's thinking of going anywhere else at this point in his career. I could see MAYBE him going back to Cleveland for his last year so he can retire as a Cav.
