Bush is actually a relatively smart and calculating guy. Sure, hes not brilliant, but the whole "good ol' boy working on his ranch" image was entirely constructed.
Also, a president can do nothing about abortion, which is why its such a stupid false front issue to bring voters out every election. Until the supreme court rules on another case or the legislature passes a constitutional amendment, abortion will be legal in this country. The only impact a pres can have is indirect (appointing justices).

they did not have access to the same intelligence as the admin. Its been shown time and time again that the intelligence shared with the legislature was cherry picked by the admin to present a stronger case for invasion.
