You're so gullible. Trump expressed regret of nominating him, all the way back in 2018, and many times afterward, during his first term. Even discussed firing him, during his first term, something that no President has ever done. Called him terrible, and thus was surprised that Biden nominated him after he showed himself to be terrible.
Edit: In the linked video itself, he even said that he's surprised that Biden extended it, meaning, when he got into office after Trump.

He can't lower rates, that is inflationary, and Trump's tariffs have increased inflation. Way up in June. The BBB adds trillions to debt on top of that. So the FED is not eager to lower rates and increase borrowing/inflation.
