Any idea how many al Qaeda associates the CIA and military intelligence officials tortured to Allah and back to figure out where he was? The years of leg work that went into finding that compound? A lot of dirty work was done in the years prior to Obama's term, and the tactics involved in getting that work done were tactics Obama was pretty explicitly in opposition to.
Obama just got to take credit. Had he been in Bush's shoes, we'd still be looking.

Dems were weak on Al-Qaeda throughout the entire 1990's. Scud missiles and sanctions proved futile against a growing enemy that everyone knew was coming.
The point I'm trying to make is that it wouldn't have mattered who was in office in 2001. There was no way this country was going to accept anything less than war. Bush is hated because it was a poorly planned war and thousands died unnecessarily.
And being tough on foreign policy doesn't necessarily mean action. It also involves language. Language that Obama is reluctant to use it seems.
