It's not retarded. I like that you have to win your division, it makes divisional games more important. They shouldn't be rewarded a higher seed if they couldn't win their division. They lost to the Ravens twice. Arguably their two biggest games of the year.

Here's a situation that could easily occur:

Let's say the Browns and Bengals are both the two best teams in football by far. Each team is completely and totally dominating the rest of the competition.

The Bengals and Browns play two games against each other and split the games. So each team ends up their season 15 - 1. An impressive hard earned record by each team.

However, even though they are tied, due to some tiebreaker, the Browns are given the division title.

The Browns are given a bye, home field throughout the playoffs, and only need two victories at home to get to the Super Bowl.

The Bengals get no bye, get the #5 seed, have to be on the road for probably every game, have to play 3 games on the road to get to the Super Bowl. That's their reward for going 15 - 1.
