I see it this way:
The best 4 players from the 84 draft (Hakeem, MJ, Barkley, Stockton) were better than the best 4 from ANY other draft ever.
But 96's overall package is the best as far as a great volume of players goes.
Kobe, Iverson, Nash, Marbury, Camby, Walker, Abdul-Rahim, Allen, O'Neal.
After the top 4 players in 84, there was a 5,000 foot dropoff in talent. 96 just has so many good-to-great players it's crazy.

lets assume kobe, ai, nash and allen make the HOF: that leaves steph, camby, walker, shariff, and jermaine
i would put:
sam perkins, alvin robertson, michael cage, otis thorpe, jay humphries against them any day; all of these guys had great careers too
