Wojnarowski says the Rockets, who tried to land Smith as a free agent in 2013, will sign him for the biannual exception of $2 million once he clears waivers. Smith has averaged 15.4 points and 7.8 rebounds per game over his 11 NBA seasons. He was averaging 13 points and 7.2 rebounds in 28 games with the Pistons this season.
