The last good player he drafted was Danny Granger in 2005,before him it was Al Harrington in 98,before him it was Rik Smits in 1988.
Walsh will either draft you a career role player,or a bust.

From memory it was the Magic (they drafter Webber the year after Shaq). But the odds were different then for the higher placed teams.
I think they changed the probabilities to ensure it wouldn't happen again.

If OJ Mayo is at 3, itd be smart to take him. Youre still drafting the talent, not the need at top 3.
