that's your point, OK. however it's still misleading as it insinuates the black % is the reasoning behind the detriment - detriment being an expense (in monetary) to society (tax payers). and why using the per capita format is wrong in this instance - as the overall premise is based on not total users, but their impact to the tax payer's pockets, which essentially is a dollar amount not a enrollment count.
