If I'm not mistaken the team drafting him still retains the rights for the player even if he doesn't intend to play for them. So they don't lose a pick, they gain a trade piece. He can't just sign up with another team after refusing to go over.

Do you really want to see them drag players kicking and screaming to the team that drafted them?
