8 years ago the Office of Personnel Management determined through an audit that the Post Office had overpaid into the Civil Service Retirement System by 75 billion dollars, Bush put the money into escrow rather than return it to the PO. In 2006 Bush ordered the PO to prepay retiree health care premiums for 75 years into the future at 5.5 billion per year and if not for that mandate the PO would have turned a profit.
