NBA.com defines "midrange" as all shots outside the paint that are inside the 3-point line.
In Jordan's 63 point game against the Celtics' #1 defense, 12 of his 22 made field goals were 2-point jumpshots outside the paint (midrange):

3 more jumpshots were made slightly inside the paint... Overall, 15 of Jordan's 22 made field goals were jumpshots.
And that was just Game 2... In Game 1 of that series (his 49 point game), 9 of his 18 made field goals were jumpshots outside the paint (plus 1 more jumper that was slightly inside the paint):

So in Games 1 and 2 combined, 21 out of his 40 made field goals were 2-point jumpshots outside the paint (midrange), with another 4 jumpers coming just inside the paint.. Overall, 25 of his 40 made field goals were jumpshots.. Contrary to what many people think, Jordan was an elite midrange jumpshooter from the outset of his NBA career.

I really doubt MJ is a legit answer to be honest. He's clearly the first guy to come to mind, but while he was a great shooter in that range. He's not the best from shooting.
A guy like Jerry West might come to mind though many reasons why his stats won't look as such. Bird is a good choice. But bottom line is MJ was a great shooter but not all time great. his greatness was in large part to his abiltiy to get to the basket. and being a great shooter made that easier.

K. Malone had an absolutely devastating 15-17 footer. And Rip might be the GOAT at coming off screens and getting of a quick, accurate midrange shot.
But as others have said, you really needed to be efficient from the midrange before the popularity of the 3ball because that's where guys took a lot of their shots. So most guys were very efficient from the midrange.

Havent read through the thread but for me Dirk is easily number 1. Not only was he very accurate he could shoot it with a guy right in his face.
Among older guys Bernard King was money will his pullup J.
