How would you build a women's pro basketball league and actually made profit?

We all know women's pro sports are very much bad business. The only sport that actually does very well is tennis while others are either barely make even or just suck money dry. WNBA has proven to be the latter that it only has survived this long because of David Stern's backing. It is kinda weird and sad though that while college women's basketball is thriving, those fans just don't follow graduated players to the pro level.

So, if you were somehow assigned to run a women's pro basketball league in USA and assuming the best talents in the world were available for your league and you can do anything except with the league except folding or selling it, what would you do to make it survived and profitable?

But pro women's basketball players are mixed of fan service and fan disservice, more of the latter.
