You need to read a real history book. The prime goal of most of those who were in favor of a pan-German state pre-1870 was to unite all of the German people into one nation including Austria. I never mentioned a single about the Holy Roman Empire which was dissolved by Napoleon and Austria and Hungary were not even on a dual footing pre-1867. Austrians are Germans, they're just not part of the German nation.
By the way Austria was part of the Holy Roman Empire.
