What does anything the OP posted have to do with 2pacs music? 2pac>Jay-z cuz his music is better. Jay-Z has like 2-3 good songs one very album, and collaborated with anyone who was popular at the moment for 10 years straight. after you do something consistently for that long and you call yourself the greatest, people start to believe it because your still around. Jay-Z is one of those guys who was REALLY lucky in his life and surrounded himself with the right people. imagine if he got busted for selling drugs, or never met kanye ( as much as i hate kanye, he's keeping him popular).

Tupac wasn't your conventional rapper. He was more of a artsy type guy. Dude was a ballerina for Christs sake. He was more into personal enlightenment, the gangster image was just for publicity and for rivalry in sales. Thats the music industry in a nutshell.
