Fame is being known, Soulja Boy was known.

Impact is influencing either the culture of hip hop or artists, and this can come from somebody that's not as famous as somebody as Soulja Boy.

I think 'fame' should be an irrelevant factor.

I may have missed it but what's the criteria?

These type of lists are always hard to make because people may put emphasis on different factors. And at times certain factors has to be more emphasized than others depending on the artist.

Here's a perfect example on how/why these are flawed:

Deck is a better mc than Kanye

But one will almost never see Deck>>> Ye including my own list.

Deck is by far the better MC (yes I said by far), but Deck hasn't had the impact nor the discography that Ye has had... .not close.

And the thing is, something like this isn't the exception but the norm and we're reading it in just about every page.

Correct, and I'd have Wu top 15. As a whole unit, they are that important. A few solo members might sneek in the later part of the bottom 50 or possibly higher. Bust Deck, U-God, Masta Killa will probably not make it as solo artist.
