Are you kidding? Pac had the flow. He was one of the greatest rappers ever. Eminem is good, but Pac is way better. I personally liked MC Hammer the best. He may not have been the most talented, but I liked him anyway.

Lyrically, probably not, although he gets major points for not rapping about the stuff 99% of others do.

His songs can have great buildups... and I have never heard another rapper that could do the same.

Well having genuine emotion and meaningful lyrics are two essentials to being a good MC, so that vaults Pac up there. I agree his rap skills were not as good as Biggie or Em, but they were still pretty decent. His stuff was not the best, but the most potent and most relevant. In my book he is the greatest rapper ever. Not greatest ever lyricaly, but overall greatest ever.
