    Some team will place a claim on him(perhaps the Hawks or Mavs) Won't make it to Miami.

    Doesn't it go by who makes the highest bid and not the previous seasons win/loss record?

    Highest bidder of people under the salary cap.

    If nobody under the cap bids then he becomes a free agent.

    Mavs aren't eligibile since they already made a claim for Elton Brand a few years ago.

    The Hawks, though, could make a claim.
