So it's like ISH's Off the court lounge.

No..4chan has 100 or so boards dedicated to different things. But most people on that site stick to 1 board and generally only post on that 1 board. So you end up with a bunch of people that are EXTREMELY sensitive about that 1 topic as that is generally the most important single 1 aspect of their life. For instance, they have 1 board dedicated to sports(which is where the majority of the internet sports memes, i.e. lelbron, originate). They also have 1 board dedicated to fashion, another to tv/movies, and so on. /b/ is the most common board and is generally referred to as the asshole of the internet

Also every board is an imageboard with around 100 different threads. The thread MUST be started with an image and when a thread reaches its reply limit(500 replies) or isn't bumped frequently(i.e. 100 new/old threads are made/replied before it is) then it will be removed from the board forever.

Obviously you end up with some shitty threads on 4chan, i.e. there have been a few people post about killing someone before they do it and even sometimes after while posting pictures, but there is also a lot of hilarity that comes from the site as well including virtually every internet meme you've ever seen. Almost all of the sports GIF's, caption memes, etc come from 4chan.

You have no idea, I googled "dark web" and "deep web" and read through a few Reddit threads of people who searched through that side of the internet and the stuff they were talking about gave me a headache. From forums of people discussing their practices of cannibalism, beheadings, to ppl getting mauled to death by animals while the on-lookers jerked off, to people giving advice on how to summon demons, shit was wild.

What could the police do? They have plausible deniability, they could just say they made it up. What are you going to do, set up a sting operation for a guy to have sex with another male? And not even that, technically if it went to that point, the guy might disclose he's HIV+ beforehand making the entire thing legal. It's way too difficult and sadly the police could mostly care less about the spread of STD's in the homosexual community.

The thing about the deep web is that it's all anonymous for the most part, so unless the fed's are the ones that own/set up the website, they can't do anything about it. They can't track your activity through an IP address, like they can when you're on normal sites/normal search engine and using not using proxies. For instance, the government could theoretically be watching every single website you're on at any point assuming your browse the net like most people. On the deep web with proper precautions, that's impossible.

Although the busted the guy that ran the silk road, think Ebay for drugs, a few months ago. He made like 50 million off of drug transactions, he got like 10% of every sale as commission, and his dumbass got caught after trying to buy a hitman on the deep web. Well technically he successfully had a few people killed for 50k each, but then he tried to get 4 more people offed and he got caught. Pretty crazy stuff.

obviously that's a different degree, because AIDS can be life and death, but I'm sure there are guys out there that try and impregnate as many women as possible with no intentions of being a legitimate father to the child. They just want to "spread their seed", which amusingly is what we are intended to do, but alas. It's not the same level of garbage, but it's somewhat comparable
