The Utah Jazz currently have $45M in expiring contracts. That huge number includes soon to be Restricted Free Agents Dante Exum, Rodney Hood, and Raul Neto. Derrick Favors and Joe Johnson exit the books with their combined $22.5M after this season. If Utah were to renounce the rights to all of their free agents in the offseason they would have approximately $66M in space to attack free agency.
But they won't. Hood and Exum will take a big chunk of that. Wouldn't surprise me if they tried to bring Johnson and Favors back too!

In addition to those players Utah will have starting in the 2018 offseason the soon to be expiring contracts of Alec Burks and Ricky Rubio that combine for $24M. While they might not be the most attractive contracts right now with their production, next season when the salary cap stagnates they could be tantalizing.
My guess is someone would love Burks right now. Going to be sad when he's an all-star elsewhere while the Jazz pay Hood 20 million a year.
Those free agents turned into Jonas Jerebko, Ekpe Udoh, and Thabo Sefolosha.
They are free agents too as are Neto and O'Neale essentially

Or do they give him the Alec Burks treatment and gamble on his potential?
Burks had already shown he could play. Exum hasn't

How could Utah allow Favors to leave for nothing only years after doing the same for Millsap and Al Jefferson? Has Utah not learned from their mistakes?
No. Depends on what the return is too. If you are getting back contracts you don't want it may be better to let him expire

Batum has had a difficult time recovering from injuries.
Mostly been healthy in his career and could be a great fit and Rudy would love it

the best bet for in-season trades has been franchises that are narrowly over the luxury tax line because moving under creates three benefits: eliminating their tax payment, lowering their salary obligation and allowing them to take a part of the distribution from the remaining luxury taxpayers.

The only team clearly in that situation this season are the Portland Trail Blazers, who are about $3 million over after sending Allen Crabbe to Brooklyn for Andrew Nicholson, then immediately stretching Nicholson. However, the Blazers are a little different than most of teams in their situation because they have billionaire Paul Allen as owner and are on the playoff borderline in the Western Conference without a big enough expiring contract for a non-contributor. Noah Vonleh is the most reasonable option and he makes sense going somewhere with limited cap flexibility in 2018 because those teams can benefit from restricted free agency narrowing his market without being burdened by a big cap hold. That said, Vonleh could just take his $4 million qualifying offer for 2018-19 so teams may just consider him a rental. Outside of Vonleh, it gets hard to figure out a reasonable fit for a straight salary dump without making a much larger deal.
He's shown some 3 point ability in the past and he rebounds and not 23 until summer. Hood or Udoh would save Portland some money though not get them under the tax. Does the trade make Portland better though? I think getting rid of Hood makes the Jazz better

Another team potentially in this camp would be the Washington Wizards since they are only $5.7 million over the tax line but they have lofty expectations and no clear fits as Jason Smith has a $5.5 million player option for next season that requires a more significant asset and their more expensive players are either too valuable or too immovable to make sense in this kind of deal.
Udoh for Smith wouldn't get them under the tax but would save them money. Smith has shown a 3 point shot in the past and blocks some shots. Says he has another year on his deal though. If that's guaranteed not sure the Jazz would want to do it though he might be a fit in their system

Oklahoma City would love to unload Kyle Singler’s remaining season and a half, which would save them an astonishing $10.65 million in luxury tax payment alone this season, but that will require a significant sacrifice since any trade partner would be adding salary for this season and next.
Again if you think Singler can hit the 3 again he might be a fit for Udoh. Saves OKC some money.

Cleveland (Iman Shumpert and/or Derrick Rose)
Again if you think Shumpert can hit the 3 ball again he might be a great fit. would take a couple guys like Hood/Exum to get it done

What kind of picks/assets the Jazz get for saving these teams money would be key here. I like the Vonleh trade other than maybe helping Portland beat you for the playoffs like last years deal with Denver did. The Smith trade I like too especially if next season is not guaranteed or only partially guaranteed. Washington and Portland you would think would like Hood if even if it;s just a rental

A George Hill reunion would require some apologies by Hill and his camp to the Jazz. Reportedly they had offered him 4 years and $80 Million. He said he thought he was worth more but ultimately had to settle for Sacramento

Only occasionally did we see a hint of a 6-6 Rose.
Rose isn't a great fit in today's BA either but at least he can score and finish
