The Texas deep freeze has played a part in gas prices gong up. A lot of gasoline is produced on the Gulf coast. Those refineries are not set up to handle temperatures in the teens. Many are still down making repairs. Don't get me wrong, dumbass Biden's actions absolutely will make gas prices go up however there are other factors that have impacted the price more than stupid policies from a man who has not even been in office (albeit illegitimately) for two whole months.
