Maybe it's racist but Republicans expect blacks and Hispanics to use the nation with the most opportunity in the world to lift themselves up and attempt to be equal to everyone else. I haven't heard any Republicans complaining that whites need help in getting to the level of success that Indian Americans and East Asian Americans enjoy but libs honestly think blacks and Hispanics are too stupid or inept to do it by themselves. I think the political position is not low expectation but low realizations.
