A newly elected president does not give a State of the Union address until Jan of his 2nd year in office. Trump addressed a joint session of congress in his 1st year but it was not a state of the union, it was just him being a narcissist ass. It really doesn't make sense to have a speech touting your accomplishments until you've been in office long enough to have some.
