the web exists throughout the world in various spots, but it's only a substantially unified network of computers in North America, Mexico, Australia and Oceania, and Europe because there's difficulties with expanding the tech and spec to other parts of the world
I'm not sure that any language barrier enters into the equation, but geographic features are certainly one of the factors

Completely false. The internet is huge all over Asia. Ever since smartphones, even the poor have internet access. South Korea alone is probably more interconnected than any country in Europe.
