It's fixed because of the economic impact a winning team has on city.
Some cities are allowed to have these economic benefits when it's appropriate, some are not.
The Powers That Be aren't going to let these economic benefits be dished out to certain states at random...
it has to be controlled or at the very least manipulated to some degree.
Tampa Bay suddenly had the Devil Rays, Lightning, and Bucs in Championship Games for 2020,
things like this are slightly predetermined by elite economists and bankers.
If they want a city to flourish and become more developed, they find a way to give that city some kind of edge in the sports world.
sports socialism is real... NHL, NBA, NFL, MLB all guilty of scripting.

Good game. Sheesh. Best playoff game so far. Since Brady’s out I guess I’ll root for rams. City of Los Angeles needs a win this year.

You have no idea what went on on that play or what the Bucs in general were trying to do.
