Most of the troops are still there so we might not be completely out of the woods yet.

Remember, Russia has been trying to lay blame on the west each step of the way. It would not surprise me at all if the stand-down is another attempt to eventually flip the script and say "the west was not coming to the table in earnest so we ended up invading Ukraine." Essentially flip it around to blame the west.

There is nothing Ukraine can do about it, unfortunately. They can damage Russia & cost them billions but can't hold their own. Europe/NATO and USA can damage Russia even more with severe sanctions, but that is not without hurting themselves.
