The league instituted minor rule changes to restrict bs baiting and flopping that guards would do. Beal went from averaging 8 FTA a game to 5 FTA. His PPG dropped from nearly 31 PPG to 23 PPG. His FG% dropped from 49% to 45%.
Now drop the pace and PPG. Make the league average 95 PPG as opposed to 110 PPG. Drop the pace, introduce hand-checking, and eliminate freedom of movement rules. What's Beal putting up now? He'd be putting up 14-15 PPG on 42% in the 90s all the way up to about 2005.

PGs are putting up better numbers because of two things, the game has evolved to the point where modern PGs are offensive threats, they look to score and not just facilitate which was their primary goal back then and two, defenses has been defanged, it's a whole lot easier to score when defenders can't impede your way to the lane and can't lay a hand on you. Throw these modern PGs back to the 90s, mid 2000s and most would be SGs and their offensive output would take a hit.
