Thats right, germany is a federal republic and each state has its own gouvernment.....but:
1. We have the principle of subsidiarity between the federal gouvernment and the states:
that means that the different states have in general the legeslative power.....UNLESS the federal gouvernment has the legislativ competence, which depends if the specific area in question was granted to exclusive federal conpetence by the constitution or not.
BUT de jure the most important areas (welfare state , labour law etc) are under gouvernemental power.
2. We have a fiscal equalisation between the states: that means that high power states like bavaria, hessen etc have to give money to states who are "poorer", especially the states of ex east-GDR. ( btw: the reunification has costed over 2 trillion euros to the german tax payer. Why? Because the people of the ex-gdr never paid in our pension-, nursing care or unemployement insurance and the whole infrastructure was bad. To finance these cost, every employee,employeur and also every firm had to pay a "solidarity tax"(rich people more than the middle class, people earning less than 2k didnt have to pay it).
