if decriminalized, it will increase user base, which will lead producers to increase supply base.

It could either be A or B. I am not sure about the supply of this drug as it is illegal so I don't know if it will increase or decrease but the demand will surely increase because more people would want to try it seeing as it is legal.

Mass production is mass production. Alcohol supply after 1933 would have far surpassed supply during prohibition.
