Who says she's attractive? I'm no fashion expert, but doesn't it make the most sense that when you're flipping through a magazine, that one girl that'll make you stop and flip back to her ad is what you'd most look for? I don't think she's attractive (nor ugly), who knows what she'd look like with hair, but at the very least she's going to get you to look at the ad, and that's her purpose.
