As far as Persia goes, Cyrus > Darius > Xerxes. What did Xerxes contribute? Awesome invasion man!

xerxes had thousands of troops from all over the world united under himself.
His invasion only failed because he ran into one of the most heroic political leaders of all time, Leonidas I.
Also sadly I didnt know about these Cyrus or Darius guys, they might have already been taken already, but if not then yeh Xerxes was the wrong pick in terms of persians evidently
