The tie-breaker for teams with identical records was just telivised

Washington has the 16th pick and New Jersey the 17th

Golden State won the 18th, moving the Lakers to the 19th selection.

As for lottery teams, the following teams with identical records:

Portland won its chances by winning more lottery balls over Minnesota

The three-way tie between Charlotte, New York and Sacramento was as follows:

Charlotte won more ping-pong balls than New York, (whose pick belongs to Chicago) and New York won more than Sacramento

All the teams tied still have the same amount of lottery balls, you don't win any more lottery balls(actually called combinations). It is just to decide where teams will pick if they don't get a top 3 pick.
