I actually looked up Iverson because I figured he might have done it, but he was only under 40% one time he made an All-NBA team, at .398%, which still rounds up to 40%.

I did forget about Kidd though, and you're right, he made it twice while shooting < 40%.

Kidd may have shot below 40%, but then shooting was never why he got picked. He got picked because he was a great passer and defender.

Kobe on the other hand is a scorer above all else, and his defense certainly isn't helping this year.
