It's obviously based on both, that's why the best players who have that label are obviously both scrawny in appearance as well as short.
In boxing the term best "pound for pound" is one of the greatest distinctions in the game. If that distinction were applied to NBA players it would undoubtedly be AI at the top of the list.
Even compared to short players like CP3 or Isiah AI reigns supreme because of the lack of his upper body strength as compared to players like CP3 or Isiah. AI is listed as 6'0, 165 lbs, keep in mind that this is the NBA's
listed height and weight, which both have been known to be extremely murky as far as accuracy.

Best pound for pound, but since the NBA is a game of height he's nowhere near the top players all time, but still top5 in SGs which is a testimony to his work ethic and tenacity. That's most of the top10 players all time are centers or tall PFs.
BTW you should learn some english, nowhere in the OP did i state iverson is the best and i'm not doing so now.
