i don't think there's anything to understand besides the obvious. hamas acts in its own self-interest. it launches rockets and praises paramilitary groups that do the same to portray themselves as the resistance and win domestic support. they also exaggerate civilian casualties, even actively contribute to them, to make noise internationally. not to the extent you read about, where ever other word is "human shield", but of course it happens. and at the same time, gazans protesting hamas lies and atrocities and escalations are defamed as weak apologists to israeli aggression. sound familiar?

if you're seeking logical action in the sense of an active pursuit of peace; you aren't going to find any in palestinian rocket fire. its senseless and occasionally violent. but you'll find no more in virtually any israeli action of the past 40 years. that includes oslo and camp david peace talks. that includes collaboration with the palestinian authority. and it includes disengagement from gaza, which imo was primarily a recognition by the israeli elite that settling the strip was a bad investment. life in the strip didn't change much after withdrawal. in fact plenty of lives were made even more difficult because part of the package was increased security measures and restrictions on border crossings.
