Need Rent/Property Help ASAP (IMPORTANT)

I need to know, if I am moving into a new property which local council service do I have to contact and inform? I am going to be living with my good friend Lebron23 at his new crib for a while. It smells of curry but atleast it has a lot of free space. Its also pretty cool cause we dont need to pay rent.
