Pharrell is actually from the South. Virigina is from the South.
Technically yes, but in terms of repping the 3rd Coast it depends on which part of Virginia you're in. People from the immediate DC area like Arlington or Rosslyn or Fairfax don't claim to be from the South. Maryland is technically part of the South, too, but nobody in Maryland claims to be 3rd Coast. Pharell is from Richmond though, so that's far down enough to be considered South.
E-40 created the slang other rappers are saying these days. He introduced words such as scrilla, cheddar, cheese, san yay, yay area and a host of other terms that are used by many rappers. Hes also been doing the fo sheezy rhyming stuff for years, which snoop dog picked up on and started using fo shizzle which is trendy nowadays.

Nah he aint invent sh*t. He just the only fool besides Paris Hilton (that's hot) to try and say he created words or variations that people have done decades before he even tought about rapping. He can't take credit for; "fo shizzle", cause that's a variation of "fo sho" and that's a vatiation of "for sure". The whole izzle-dizzle-nizzle thing was done way back in the 80s on a song called Double Dutch Bus and most likely even before that.
