I think its arguable though that a good majority of the schools in between will commit recruiting violations on the regular and are well aware of what there doing.
There is no facts or anything though so this really is a dumb topic.
Most schools commit secondary violations because there's so many damn rules that it's impossible to keep track of all of them. By and large, they're fairly harmless things that don't have much of an effect on anything. And most of those go self-reported when they realize they've committed them.
A lot of schools do some questionable things that are cool by the rulebook, but ethically ambiguous.
All I'm saying is that I do not believe for one second that a majority of programs commit major violations so carelessly, egregiously and blatantly.
