Like other electronic music, it's dependent mostly in the drum patterns. You can take almost any genre melody and simply change the drums and it becomes a new style (for the most part, aside from a few other elements).

ok, maybe primitive isn't the best word. i think a better description might be "vanilla." that sound was just very clean or straight out of the button setting. the sound felt like it came from a bedroom studio setup instead of a studio that probably cost more than an exotic car. that's not necessary bad, but it didn't have a lot of texture. that was by default in the past. but it's by choice now.

but yeah, they definitely came back to it. and it's all over mainstream radio again.

but you know those specific vanilla sounds were not heavily used in the 90s. artists were fixated at trying the newest stuff once they became available. today, they've already been spoiled and they can basically create any sound they want if they can think of it, and maybe that has become the new "boring" to them, so some go back to the older stuff again.

Thanks for the thoughtful responses guys. From what I gather, Synthwave is mostly mid-tempo, laden with sawtooth sounds. Typical 80s sound selection. From from what I gather Synthwave is a term that just throws back the timbre of the song back to the 80s, but the actual melodic/harmonic content, drum patterns are less important.

If you were to add sidechain compression to Synthwave, and pop vocals you'd basically have all the big Max Martin tracks from the past 4-5 years, lol...

yup, the sawtooth wave is usually there. but it was in sooooo many 80s songs. van halen bangs the heck out of that sound throughout "jump" but i don't think anyone would ever call them synthpop.
