On a talent level, Jefferson by a good margin. Big Al has insticts on the block; these cant be taught and maybe 10 players in the league are as gifted back-to-the basket.
That said, Perk has worked really hard since being drafted to get into NBA shape and due to his work ethic has developed on a more accelerated clip than Al has (although Perk was much more raw than Al to start off with, particularly offensively, so his development curve was naturally higher. Also, Al's ankle woes need to be taken into account when considering his development curve.)
As noted already, they are different players. Think Jermaine O'Neal and Charles Oakley.
