If there is nothing on the computer that you actually care about then I would just format it.

That will just reset it to it's factory settings, in turn erasing all of you files.

It will be like you have just bought it new unless your computer has gone through serious wear/tear.

RAM. You need more RAM. Vista really needs two gigs to operate smoothly.

There are several other places online where you can pick it up for cheap. Hell, I think you can even buy it at Wal-Mart these days. Upgrading to Win7 would also help.

It also may help to download, install and run CCleaner.

I recommend doing both a general clean and a registry clean. You probably have more unused junk contributing to lag than you think.

I agree with the RAM suggestion. You should be running at minimum 2 gigs of RAM with Vista. I recommend 4 gigs, which is what I run.

Vista sucks.

Get, legally, and install Windows 7.
Get some more RAM, make sure you get the correct type though. You'll need to find out what type of slot your motherboard has, could be DDR, DDR2 or DDR3 etc. You can't mix and match.

Have a look a CPU-Z. An excellent bit of free software that will tell you everything you need to know about your current hardware:

Considering he is asking for help It may be safe to assume he might not know how to install ram onto a laptop himself.

He may also be uncomfortable with opening it up if he can upgrade the ram.

I personally wouldn't run Vista with less than 8, but that may be just me. It's seriously a massive f*cking piece of shit bloated OS. It's horrible. No wonder Microsoft scrapped it almost immediately.
